The HOCHTIEF Concessions subsidiary HOCHTIEF PPP Solutions and a partner are planning, expanding and financing an approximately 58 km section of the Federal Motorway 8 (A8) between Ulm and Augsburg in Bavaria and Baden-Wuerttemberg. The concessionaire PANSUEVIA GmbH & Co KG, of which HOCHTIEF PPP Solutions owns 50%, will take on the operation and maintenance of this section for 30 years. The range of responsibilities includes the regular inspection of this motorway section, landscaping, repair work and winter road clearance.
The section from Ulm to Augsburg is one of the most travelled motorway sections in Germany. It has a daily traffic volume of up to 90,000 vehicles; the carriageway consists of only four lanes in some sections and has to make do without an emergency lane which often leads to traffic jams and accidents.
The A8 is the first project in the second series of A-Models, which the Federal Ministry of Transport, Building and Urban Development has put out to tender. The investment of the private partners is refinanced by granting them both state start up financing and a share of the HGV toll levied for this section during the period of operation.
The construction will be taken on by a consortium; HOCHTIEF Solutions has a 50% share in this through its subsidiaries HOCHTIEF Construction Austria, Transportation Projects and Tunneling Frankfurt, Civil Engineering and Traffic Operating Systems Munich and Civil Engineering and Environmental Berlin.
The redevelopment work began in summer 2011 and will be completed by 2015. In the course of the work, a 41 km section of the A8 will be widened from four to six lanes whilst the motorway will continue to be in operation. The remaining 17 km already consists of six lanes.
